Textile Hub Proposed in Bengal

Eastern India, especially West Bengal is now looking at expanding its textile industries, and in fact becoming a textile hub for all we know. As a major step towards this goal, the state government has launched an initiative, with the objective of opening up somewhere over a dozen textile parks.

In the recently conducted Bengal Global Business Summit, Mr. Rajiv Sinha, the Principal Secretary of the state unveiled the “Texpro Bengal” Project. Under the aegis of this new initiative, the state will provide industrial land, create the requisite infrastructure like access roads, and encourage the creation of power substations as well as Common Effluent Treatment Plans. The governments has also promised single window clearances along with initiation of requisite fiscal incentives, in order to allow swift setting up of the parks.

Through this announcement, it has become rather clear, that the West Bengal government is currently focusing on becoming the most sought after destination for value-added textile products of the likes of knitted fabrics and ready-made apparels, along with technical textiles, for both local as well as the international markets. The government has announced the creation of as many as 13 textile parks, with complete end-to-end functionality right from spinning and dying to the final processing of the garments. It has been proposed that these parks will be created under 4 categories, systematically placed in different locations of vitality in the state. The said categories will comprise of

  • Dyeing, Printing and Processing
  • Power Looms
  • Garments and Apparels
  • RMG Marketing

This initiative has received quite a warm welcome that it deserved with Expressions of Interest or EOL  being received for more than half of the land space being offered under it. The textile industry in West Bengal is dominated by the field of handloom, hosiery, power loom, jute as well as readymade garments, and is known to be the second highest employer, next only to agriculture in the state. Since the employment provided by the textile industry is both direct as well as indirect, over 2.5 million people of the state derive their bread and butter from the same. With this new initiative in place, and other efforts towards the systematic expansion of the industry, the state government is looking at creating up to 10 million employment opportunities in the next 10 years.
Both, the conducive geographic location of the state as well as lenient rules and regulations make it a sought-after destination. Moreover, with a potentially large trained work force in the field of ready-made garments, availability of power, abundance of water resources and cheap labour along with the convenient export facility owing to the connectivity via Kolkata’s sea port as well as airport makes the state even more advantageous for the industry on the whole. Another added benefit that the state enjoys is the close proximity to the potential markets of Bangladesh and South East Asia.

With the government now setting up better facilities for training institutions in order to induce high-end training opportunities for skilled labourers in accordance with the modern techniques of spinning and hosiery, along with the establishment of new R&D centres for the industry, the manifold growth and success of the textile sector is now only a stone’s throw away.
